You still have not read the document. The fourth finding is the reason that project will slip, and it is the one nobody would have raised on Thursday.
Every one of those has to be checked against the page before it is used. The tool found them; it did not confirm them, and it is perfectly capable of citing a page that says something else. What has changed is not that you can trust it — it is that you now know where to look.

Which tool
A DPR does not go into ChatGPT
Not the free one and not the paid one. Everything on this page runs on one of two things, and which one is a decision for your IT wing.
Option one
A contracted service on MeitY-empanelled infrastructure inside India
No training on your data, retention configurable or zero, logs held in Indian jurisdiction.
Empanelment carries an STQC audit, so it is a certification your procurement wing already recognises rather than a vendor claim. Hyderabad is an empanelled region — the compute can sit in this city.
Option two
A model hosted inside your own network
Open-weight, running on TGTRANSCO or NIC infrastructure. Nothing leaves the building.
Less capable than a frontier model, and entirely adequate for reading, comparing and extracting — which is all five of the days above.
The distinction worth holding on to
None of this requires a model trained on your data. The document stays in your storage. At query time the relevant passages are read and the answer comes back. Nothing is retained and nothing accumulates.
On a self-hosted model, nothing is transmitted at all.
Which service, on which tier, against which row of the table — that is procurement, and it is verified by your IT wing rather than asserted by a training partner.
The exposure already exists. Every officer has a phone and the public tools are free. Four hundred people are using them today with no line drawn anywhere. Doing nothing is not the cautious option — it is the option currently being exercised.
Where it will let you down
Three, and you will meet all three
Not edge cases. Every one is normal behaviour, and every one is stopped by a specific sentence in a specific instruction.
It finishes documents
Three tender notes in, a board brief out — accurate, until the guardrails come off. Then the closing paragraph reads “a consolidated saving of approximately 11% against the previous procurement cycle.” Nothing supports it. No previous-cycle figure was supplied. The paragraph needed a closing sentence and it supplied the shape of one.
In the same brief, “recommends award subject to” became “has approved award to.” Two words, and a conditional recommendation is a decision nobody took.
It supplies causes
Asked to write a deviation note, it named solar as the cause — while the solar figures sat in the same table it was given, tracking forecast within one percent. Not guessing in the absence of data. Contradicting data it was holding, because the sentence needed a cause.
A cause stated in a deviation note travels into a settlement. It is the sentence a regulator reads first.
It states accuracy that means nothing
A proposal offering 95% accuracy on transformer failure prediction. Eleven pages later, the base rate: 380 transformers, 11 failures a year. A model answering “no failure” every time — looking at nothing, costing nothing — is right 369 times out of 380.

Four hundred officers are already using these tools
Not eventually — now, on their own phones, without guidance, because the tools are free and the drafting is due. Tracks 1, 2 and 3 each teach an officer what may go in and what may not. All three stop on the same sentence: “exact internal classification to be confirmed with the IT wing.” They are taught an instinct and told the policy is coming.

Your own standing employee IT-security channel. Not law, and that is the point — the house long ago accepted that everyday computing habits are a security matter. This extends something already running.

NIST, FedRAMP and SOC 2 appear in vendor material constantly and none of them binds TGTRANSCO. A proposal leaning on them instead has told you something about itself. That is a finding, not a credential.
Status re-verified on the morning of delivery.
Alongside it: three things chosen out of twelve for Phase 1, with each of the nine you did not choose carrying a line beginning “not now, because”. A vendor verdict on the record, with its reason. And a name against every phase — not a wing, a person. “The IT wing will nominate someone” is the sentence that has ended more of these than any technical failure.
The rule taught before anything else
AI advises. A named officer decides, and the file records who.
Nothing decided in this room authorises a model to act unsupervised on the network, on personnel, or on money.
Everything above is what you personally get. Call it three to four hours a week, honestly — not the two hours a day a vendor will offer you.
It is not where your leverage is. Four hundred officers who stop guessing about what they may paste is what you unlock by signing one sheet.
