1. Against the e-Tender Notice cited at Ref (1), tenders were invited for the supply of spares for 220 kV SF6 circuit breakers — comprising interrupter assemblies, operating mechanism kits, density monitors and pole discrepancy relays — for use across substations under the Operation Circles of Hyderabad, Warangal and Nizamabad. The estimated contract value was placed at ₹4.26 crore, inclusive of GST at 18 percent, with a delivery period of 120 days from the date of the purchase order.
2. The tender was floated on the TG e-Procurement portal on 08 January 2026, with the last date for submission fixed as 05 February 2026, subsequently extended to 12 February 2026 on the representation of two intending bidders. Six firms downloaded the tender documents. Four firms submitted bids within the extended deadline. One bid, received from M/s Vidyut Switchgear Systems Private Limited, was received after the closing time recorded on the portal and was accordingly not opened.
3. The technical bids of the remaining three firms were opened on 13 February 2026 in the presence of the representatives of the bidding firms. The Technical Evaluation Committee examined the bids with reference to the qualification criteria stipulated at Clause 8 of the tender document, and its findings are recorded in the Minutes cited at Ref (2). The findings are summarised below.

4. The price bids of the two technically responsive firms were opened on 26 February 2026. The rates quoted are as follows:

5. M/s Bharat Power Components Ltd. is accordingly the lowest evaluated bidder. The firm has quoted a delivery period of 150 days against the 120 days stipulated in the tender document, and has sought a variation of the payment terms from 90 percent on receipt and inspection to 100 percent on receipt.
6. The Chief Engineer (O&M, Transmission), vide the reference cited at Ref (3), has indicated that the interrupter assemblies are required at site not later than the end of August 2026 to permit their use in the scheduled shutdown of the 220 kV Bay-3 at the Nizamabad substation. A delivery period of 150 days from the date of the purchase order would not meet this requirement.
7. The Tender Evaluation Committee has examined the matter and recommends the award of the contract to M/s Bharat Power Components Ltd. at the quoted value of ₹4,18,60,000, subject to the firm confirming in writing (i) a revised delivery period not exceeding 120 days for the interrupter assemblies, the balance items being permitted at 150 days, and (ii) its acceptance of the payment terms as stipulated in the tender document without variation. Should the firm decline either condition, the Committee recommends that the matter be placed before the Director (Finance & Commercial) for further orders before any negotiation is taken up with the second-lowest bidder.
8. The proposal is placed before the competent authority for orders.
